it always depends on what you like to shop for.

Generally you can find everything along Orchard Road.

You can find a lot of things in Mustafa Centre. - and cheap. Both when it comes to clothes, kitchenware, electrical appliances and more. The prices are fixed, but usually very cheap. We saved S$ 400,- compared to other places, on a refrigerator. Some friends saved almost S$ 500,- on a TV (42" SAMSUNG), compared to other places.

For good bargains, and still a great variety of things to buy, i would go to Chinatown.

Is depend what kind of Products ? Items ? that You like to " SHOP ".even same type of items, some area/shopping is main for hi-end high price, and some place is for reasonable quality and price range . better let us know , what ITEMS ? is easy to advice .

Best place for bargains - Mustafa, people park shopping centre
Best time for shopping - Big Sales when economy is down

As everyone else has said, it depends what you're looking for. I really like VivoCity, and it was rated as the best Shopping Mall Experience in Singapore. That is like a mall though.
Mustafa Centre you can get a lot of stuff and for pretty cheap comparatively. Plus it is open 24 hours, which is a real plus.
Otherwise, try your hand haggling in Chinatown or Clementi Marketplace or any other little roadside marketplace. Sometimes you can get some great deals...just don't be afraid to walk away.
If you're looking for electronics, go to Simlim. However, if you go there, make sure you are prepared to barter. They start the prices out waaaaaaaay too high and expect you to lower them.
